Jeollabuk-do Provincial Assembly's Organization
  • No. 1 Speaker and Vice-Speakers
    • One speaker and two vice-speakers are elected from the 38 members of Jeollabuk-do Provincial Assembly by anonymous vote.
      The term of the speaker and the vice-speakers shall be two years.
  • No. 2 Speaker's Authorities
    • The speaker shall represent Jeollabuk-do Provincial Assembly externally.
      The speaker has a wide range of authorities to preside over proceedings for efficient and rational running of the meetings.
      The speaker has the authority to maintain order within the assembly's meeting hall and to command and to supervise the affairs within the assembly as its representative, president, and keeper of order.
    • When Jeollabuk-do Provincial Assembly's committee performs a certain action it should be done via the speaker.
  • No. 3 Duties of the Vice Chairperson
    • When Jeollabuk-do Provincial Assembly's committee performs a certain action it should be done via the speaker.
  • No. 4 Organization of a Negotiation Body
    • Any political party having more than six seats who belong to it shall organize a negotiating party.
      An independent negotiation party can be formed with six or more members who do not belong to other negotiation parties may organize a separate negotiating party.
  • No. 5 Standing Committees
    • Standing committees comprises of the steering committee (11 persons or less), the government administration and local autonomy committee (9 persons or less), the environment and welfare committee (within 10 members ), the industry and economy committee (9 persons or less), and the culture, tourism, and construction committee(9 persons or less), education committee (9 persons).

      Standing committee shall examine processing of bills and petition review for individual Jeollabuk-do departments.

      Each assemblyman shall belong to any of standing committees.

      The term for a standing committee member shall be two years from date of appointment.

      Each standing committee shall have one chairperson.

      The standing committee chairperson shall be elected amongst standing committee members at the plenary meeting, according to the procedure of the election of The Speaker.

      Each standing committee shall have one secretary for each negotiation party.
  • No. 6 Duties of the Standing Committes Chairperson
    • The standing committee chairperson shall represent his/her committee, organize the proceedings, maintain the order, and supervise the affairs.
  • No. 7 Special Committess
    • Special committee shall be organized when necessary to review special bills and it shall continue to exist until examined matters by each special committee are decided at the plenary meeting.

      The special committee on budget and settlement shall be established in order to review the budget bill and the settlement of accounts.

      The special committee on ethics shall be established so as to examine the matters regarding assemblymen's qualifications and discipline.
  • No.8 Committee of The Whole
    • Special committee shall be organized when necessary to review special bills and it shall continue to exist until examined matters by each special committee are decided at the plenary meeting.
